I think the main problem why warmonger factions such as the Believers, Spartans and Cult are undervalued, is because most PBEMs are set up builder-orientated. They are on a large map, the starting position is boosted and extra starting units are given. If all games started on a standard map with no extra boosts, the warmonger factions would already be much more competitive...
