What exactly does this edit do? PSI attack AND defense bonuses both?

I want to give the Cult some bonus to attack, and maybe defense as well, and this might be a good way to do it.

PSI bonus (or malus) affect both the attack and the defence from other psi units (not only "Planet's" units)
In my opinion Cha has enough bonuses to be a nightmare at trancend level, but FUNGMINERAL, 1 will give him a little more power in early game (more if his landing site is "invaded" by fungus)
