I like the sound of your faction, I've been trying to think of a new aquatic faction for a while. Though it looks too strong to me, I'd drop the terraform bonus and one of the free facilities (perimeter defense maybe) and give a -2 penalty to some social factor (maybe industry due to being seabound?)

I've created many custom factions. Most just to add new dimentions to the game. My latest I really want to work well in the game though. So let me know what you think. Just to let you know I've reworked this thing many times. First it was way too powerful and then It was was kind of week. But I really would like to get it as right as possible. I used the pirates as the template. I wanted it to be a cross between the Spartans and the Pirates.

Faction Name- NWO New World Order

    Values, Power, POLICE
    TECH, Mobile, TECH, DocFlex
    Free Facility--Premiter Defense, Command Center
    Free Facility Preq--Naval Yard
    Free Facility Preq--Hab Complex
    +1 Growth
    +1 EFFIC
    Terraform Bonus
    Aquatic Faction
25% Attack Bounus. (I took this off at one point)
Has no aversions to any other model

I've tried the faction on Librarian level and it seems to lag a bit behind at first. I am usually second in tech for most of the game. At least untill I start tradeing techs. I tried this fation without the ability to steal tech and it as kind of close for awhile especially when playing the CC, Univ, and and PKs. I don't know why I have the terriform bonus. Just looked good when I was putting it together. I used to have the 25% attack bonus and then I took it off and then I put it back on. Kind of undecided on that one. Anyway let me know what you think. I am just looking for a fresh new faction that won't walk away with the game or won't get taken out by the Cult. I use the Pirate graphics and a picture I took of a friends website, which actually seems to fit in with the rest of the faction pictures.

There is a fine line between being a great leader and
being a tyrant. But if it requires me to be a tyrant
to usher in the New World Order, then so be it. nWo
    for life.

Which side are we on? We're on the side of the demons, Chief. We are evil men in the gardens of paradise, sent by the forces of death to spread devastation and destruction wherever we go. I'm surprised you didn't know that. --Saul Tigh

Yeah I thought about the industry area. I'll give it a try and see what it does.

Try playing against it rather than with it. It'll give you an idea how it fares compared to the other factions. Try diffirent games with diffirent enciromental factors/rules. When you use it to play and don't do too well then you dpn't know if the faction stinks or if it's just you :P. Seriously, sometimes the computer does much better with a new faction than a player.
