I think you should change the -1 moral to -2 production (what has a lawyer ever produced?). Also, add all units have free police powers (quell 2 drones) after the discovery of intellectual integrity.

[Solver]

I suggest you add -1 Planet (do lawyers care about ecology) and that they need hab domes to exceed size of 5 (lawyers don't need many people, as they might be enemies). Just thoughts, but that's what I should do.
