Another of my factions that is always getting its butt kicked. No idea why. Comments please. Should I make one of the 'good' benefits support perhaps?

Its that -1 industry. Makes it hard to expand, hard to build prototypes. Its like the Spartans, but the Spartans get free prototypes.

Yes, I would sub the +1 Police for +1 Support, which makes sense that a peace-through-supperior-firepower peoples would have dedicated troops. Having +1 Police and xtra talents is much the same thing, so it's a little redundant. Either keep the -1 Industry and throw out the -1 Efficiency, or give them Free Prototypes. Personally I prefer the former, as it prevents the creation of a Spartans clone faction.

The switch to disallowing free market is that it is more improbable for these militant people to become merchants (Free Market) than it is for them to become zealous environmentalists (Green).
