I don't know if anyone else has noticed this, but as I haven't seen it in any of the custom made user factions I've downloaded, I thought I'd mention it.
All of the Firaxis factions have a pattern of horizontal lines going across the diplomacy pictures and the nifty view of their base, as though the images were being imperfectly transmitted.
While playing around with the latest release of the shareware version of Paint Shop Pro, I found a neat effect, (under effects) that replicates this `interference'. It's called `Blinds', set the width to one, opacity to 30ish(?), and make them horizontal and you get an almost identical looking pattern.
I just thought this was a nifty little thing that made custom faction look much more like they belong in the SMAC universe. I've already converted most of the ones I use on a regular basis.
