Depends if you are doing a 'defiler'-type race or a 'protector'-type race.

Defiler:
>+Morale
>--Planet
>Drones every 4 citizens
>Objectives: Police State
>Bonus energy/minerals/nutrients in fungus (if related to Planet's species)
>Starts with strong "battle ogre" offensive unit.

Protector:
>+Planet
>+Efficiency
>-Industry (reluctance to exploit Planet)
>Starts with "battle ogre" defensive unit or super former.
>Bonus energy/minerals/nutrients in fungus (if related to Planet's species)
>Objectives: Eudaimonia

...Or even a race like the Ferengi, or like one of the Babylon 5 species like the Carrion Eaters or Soul Hunters... the sky's the limit, baby.
