The Irish

Free Rec. Commons at each base -> Irish pubs; need I say more?
++COMMERCE -> Celtic tiger was founded on tax-breaks for foreign corps.
Rush buy costs increased by 30% -> Just try getting people to work overtime.
-POLICE -> the law? what's that?

The limited pallete might be a big problem in making Earth like terrain. And what are you going to do with units?

That Irish faction needs a little more tweeking...

How about a Polynesian faction. Has some of the same advantages as Pirates, but is Green, somewhat peace-loving, and maybe some trade advantage.
