How do you make mountains in the terrain editor?

How do you make mountains in the terrain editor? Whenever I try using the map editor, I hold down the elevation button, but can only get flat, level terrain, not mountains. How do you create mountains or raised elevations in the map editor???

You CTRL+click multiple times on the same square. Each click will raise the elevation by one. CTRL+right clicking lowers the elevation.:-)
