Is this mod finished and released. Where can I get it? I read about it in an old post sounds like the best balancing mod anyone has released.

1. Modification
Editing that alphax.txt file, or any other text file,
or even getting yer hacker tools out and reworking the game code.
2. Moderator
A person who can edit all forum posts. Generally feared for their ability to "delete and ban".
3. Modulo 3 arithmetic
Used in determining which techs will be available on completion of the current tech.
