I am creating a faction, and I was wondering, what does the FLC file do? Is it something I need to tinker with, or not?

You do not need to. You know that slideshow of pictures in the lower left corner of diplomacy screen when you are talking with another faction? This slideshow are .flc files
. It won`t crash the game if a faction does not have them.
