Stupid question that suddenly occurred to me. -2 economy gives you a punishing -1 energy for every base, and -3 gives you -1 energy for every SQUARE of every base! But how would this ever happen? No faction has more than an inherent -1 economy rating and no social engineering choice gives you a - to economy at all.
