What does it mean when there's an asterisk after a base's build order?

The 'impact squad' being built by the AI player has an asterisk after it. Why?

But this isn't a facility, it's an AI building a unit...

i think is the same ... probaly impact squad produced in un court of justice it's new and different than impact squad produced in amnesty town and social concil
