How to popboom?

OK I've read in various places on this forum about 'pop booming' but I must confess everywhere I've looked, everyone takes it as a given that you know what it is and how to do it. Could someone give me (or point me to) a noobs guide to what pop booming is, and how to popboom or when it's a good idea to do so?

This article provides a basic introduction to pop-booming. One minor correction: The statement

In classic smac pop booming with golden ages does not work - even with the patches installed.

is no longer true. The so-called Win 2k/XP update to SMAC allows golden age pop-booming.
