What does the asterisk next to resource numbers on the base control screen mean?

On the base control screen, you will sometimes see an asterisk next to various resource numbers. Take the example below:



In this, there is an asterisk on the MINERALS line (+009*) and one on the ECONOMY line (5*BONUS). What on Earth do they mean? They only appear from time to time, and I see zero explanation of them in the SMAC manual.

I think you see both asterisks when the base stockpiles energy, as is the case in your graphic. You're alerted that minerals are being converted to energy.
