Most inept AI faction?

I’m trying to come up with my own balanced custom faction that fits my personal viewpoint. To make sure that I am playing a more challenging game, my question is… Out of the original seven factions, is there one that the AI just never seems to do well with?

The AI deals very poorly with police and support penalties(they like to have lots and lots of units in the field), and growth caps hurt them as well.
