That is very interesting, could you elaborate? I have played Civ I and II but not III or IV since I heard in III they introduced some "culture" thing that could result in cities you conquered going back to the enemy and taking your military units with them - sounded irritating.
That, plus removing zones of control to simplify AI pathing, and removing hit point bonuses for lynchpin techs like gunpowder. The result is to blunt the power of superior technology, force the player to use the same flood of unit strategy to protect their territory, and hamstring momentum play by tying down units and resources securing your conquests.

Uhmn, you can actually loose a city in SMAC/X under drone riots, so in that way it doesn't differ from C3
There's no comparison between the vast numbers of you units you need to overcome native culture and the few you need to quell unhappy drones as a result of conquest. A rioting base won't secede until several turns of rioting have taken place.

I would strongly recommend using the tutorial for your first few games. It occasionally gives mediocre advice in terms of broad strategy and base placement, but for a 1st time player figuring out the interface it makes everything MUCH more intuitive.

With that said, I think the interface in AC is actually pretty well designed.
