Slow Development

I try to play University of Planet, aiming to get Supply Crawler tech as soon as possible, and to keep my initial bases down to 6 on Transcend level.

I don't know what I am doing badly, but other factions always get the Secret Projects I want first, and I am always way behind. I am meant to try and get 15 minerals/base and then start building SPs, but I haven't got near that number and other factions have started completing theirs. I have my social engineering settings OK, I think and I try and rush build things to speed up things, but it doesn't seem to make a difference.

I am on huge map of planet.

Please help.
