    You can't build bases on rocky squares. There is no tech that permits this action. I just tested it in a save file in which all techs had been researched.

    A rocky square with a mine and a road yields four minerals. A rocky square that also has a min special will yield seven mins with a mine and a road. Yes, these squares yield more mins than non-rocky squares.

      Of course, a former can use level terraform level (no prerequisites required) to turn the rocky terrain into a rolling terrain and then you can build a base on the rolling terrain.

        And bases occasionally end up on rocky terrain when the altitude changes. Rolling sometimes turns rocky then, even though it wasn't that way when the base was built.

        Fungal blooms can simularly result in a base on a fungus square, though that's also rare.

          Clear a spot next to a fungus tower and build a colony - leave the FT unatended for a while and you have a colony on fungus
