Not sure if it counts as a bug, but I like to level my IoDs by attacking landunits out of costal bases But that's more for the higher transport ability than offense.
Hydro: I can certainly see the utility of an early IOD, but as Sparta I don't really run green, and instead simply count found IODs as planetpearls. Running without Planned as Sparta is just too painful, most of the time.
