Thanks! Looks like Aki has a few we can ask for later.
As I mentioned, I generally like to trade techs with all AIs to get maximum value for them. Some techs are off limits to trade (high level military, some eco techs). For instance, trading Exowomb to the Cyborgs means I'll see if the others will be interested, and if not I'll consider selling it to them since the AIs will trade it around shortly.
I also try to get the AIs to be the enemy of my enemy, which limits tech trading. This is particuarly true with subservient AIs.
Over all things are looking up!

We contacted the Atlanteans.
She offered to sell us the Angel's commlink frequency for 10 credits. We accepted.
We changed her mood from obstinate to magnanimous by giving her the fission reactor.
We got ecological engineering in exchange for our map.
She wouldn't trade military doctrine because she didn't want us building the command nexus.
She wouldn't enter into a pact.
Should we contact the Angels?

Absolutely! The Angels are another faction that is easier to get along with. We may get some tech out of them, too. Getting a trade pact or better is a bonus. She may have the comm links to the Cult (which we can get for free from our Pactmate Aki, when we contact her next).
It won't be long until all the factions are contacted (we'll need only Cult), then we'll have to decide about elections for Planetary Governor. The AIs are pretty quick to call if they have all the comm links. My thoughts are to wait until after the Templar are put down, and we have some time to pop boom in the Jungle.

We already have the commlink for the Cult (we got it when we declared vendetta)
We only have 16 votes. The Atlanteans have 20 and the Ghosts have 25.

Eventually it would be nice to infiltrate the Ghosts and Atlantians (probe foils are very expensive before fusion). In past games they spam bases all over the place, resulting in high pop but crippling B-drones even with the AI cheats.

Applying this to our current game, to determine our likely allies:
Angels: Federal Democracy
The Genesis faction boni don't really nudge us towards any Politics civic, so it might be worth switching to Federal Democracy as soon as we can, and in the meantime stick to Unitary Democracy.
Consciousness: Cybernetic
This means they can get pissed off at Anthropocentrics and Green people. With our popbooming abilities, I assume we will be running Antropocentric all/most of the time. So the Consciousness is in fact not a natural ally. Of course they are pacifist, so war with them is less likely than with...
The Cult of Planet: Green
Also on the Society line, so they will also get pissed off at us Anthropocentrics. But they are aggressive, and worse tech researchers, so CyCon is better to have as an ally.
Templar: Junta
Technocrat, Junta and Plutocrat can all work for Genesis, so in theory we could have made the Templar an ally. They decided otherwise of course.
Ghosts and Atlantis
These don't have a social engineering preference. Well, Atlantis has Unitary Democracy in its file, but giving a default SE choice as the preference, is the same as no preference. So we can't piss off these factions by means of social engineering.

We contacted the Angels.
They are "pathetic." Datajack Roze offered to trade a map of the Templar territory in exchange for centauri ecology. I turned it down since we've already located every base.
She then offered her world map for centauri hydrology. We accepted. The Angels are located north by north west.
She asked for a treaty. Note her mood was submissive, which "is a special case of Magnanimous, encountered when the faction is hopelessly overmatched."
Given the Angel's location, a treaty won't hurt our expansion plans (unlike the Templars). If they can grow (maybe with some help from us), they can provide us with trade income.
She is in a vendetta with the Consciousness.

Quick question. I've found that if I try to contact the AI too much they tell me to go away or don't answer. As a rule of thumb I only call once very 10 years or so. It looks like you've had luck calling up the very next year after a prior contact, right?
A treaty with the Angels woudl be good, but only if we ask the Cyborgs to declare peace wiht them (which they will generally do when in a Pact). Otherwise the Cyborgs will ask us to declare Vendetta on the Angels (which I don't think is a good idea), and if we refuse we'll take a hit. If Aki is neutral now due to the SE aversion she may break the Pact.
Maybe this can wait for now. I don't think we'll be in Anthro forever, and that may be a good time to call the Cyborgs back.

If you're talking about the Atlanteans, it is the same year as the initial contact. You said you wanted to try for a tech trade. I think the number of requests is what counts. We only contacted the Consciousness once and they terminated the conversation after two proposals.
Although the Consciousness is in a vendetta with the Angels, Aki Zeta-5 asked us to declare vendetta against the Cult.
Next time we contact the Consciousness, we can ask them to declare peace with the Angels. Remember, they terminated our last conversation.

Datajack Roze is cooperative. She offers us the Atlantean map for ecological engineering, which we got from the Atlanteans for our map.
The Atlanteans occupy the north seas and have a small continent to themselves.
She is still irritated about our pact with Aki Zeta-5.
We ended the conversation with the intention of immediately calling back (to see how often we can keep calling as long as we don't ask for anything).

Datajack is still cooperative and still irritated about our pact with Aki Zeta-5.
This time she offered us a map of Ghost territory in exchange for industrial base, which we got from her enemy Aki Zeta-5 in exchange for exowomb. We accepted.
Once again, we ended the conversation with the intention of immediately calling back (to see if Datajack Roze is willing to offer us anything else).

Datajack is still cooperative and still irritated about our pact with Aki Zeta-5.
She didn't offer something, so we proposed a pact. She asked us to pronounce vendetta on the Consciousness. We refused. She pacted with us anyway.

Queen Elevea did warn us that she was short of time, but offered us 20 credits for Cha Dawn's comm frequency. We accepted.
