Based on a question over at Civ Fanatics, I discovered a facet of the game that I didn't know about (or had forgotten). I found that drone control facilites (such as rec commons, network nodes [w/Virtual World] and research hospitals) do not quell pacifism drones. Is this well-known?
What I found is that the game computes citizens/talents/drones in a specific order:
Unmodified
Psych
Facilities
Pacifism
Secret Projects
("Unmodified" means citizens/drones after taking into account difficulty level and base size.)
This order corresponds to the display in the PSYCH screen in the individual base display.
The poster on CivFan was playing at Citizen level, had a size 4 base and had built a rec commons in that base. He had 2 p-drones due to a needlejet built in that base and running Free Market. I thought, having no drones due to the difficulty level, that the rec commons would nullify the 2 p-drones. Not so. The base had 2 citizens and 2 drones and so was in drone riots.
After playing around with the scenario editor, I discovered what I stated above. In this case, the base had no drones due to the difficulty level. He hadn't allocated any psych. Since there were no drones to quell at this point, the rec commons had no effect. Next, 2 p-drones were created. He had no SPs that affected drones or talents. Thus, two unquelled drones.
Here's a more complex example: Playing as the Cycons on Transcend. Running Demo, Free Market, Wealth. Built Virtual World and Human Genome. A size 5 base supports an out-of-territory rover. Base has rec commons, network node and research hospital. Psych is set to 0.
A size 5 base at transcend has 4 drones. The rec commons, network node and research hospital quell up to 5 drones. In this case only 4 are quelled (so no drones at this point). We now get two p-drones. Human Genome produces 1 talent. So, with 2 drones and only 1 talent, the base riots. I would have thought (up until yesterday) that the three drone controlling facilities would have quelled 5 drones, which together with the talent would have prevented riots.
Another way to think of this is that base facilities only quell as many drones as you have at that point. Any other drones that they might have quelled are not carried over to quell p-drones.
Any comments? I have games saves that illustrate the two above examples.
