That was my reasoning, yes. It's not that uncommon to see it Westernized for U.S. passport entries (e.g. a Chinese man named Zhang YuJin might well fill out his passport or visa application with "YuJin Zhang" to minimize confusion internationally), so it's possible that the Chairman may have had to invert it for use on the UN mission. That would make sense if the majority of the crew were from cultures that had surnames last, and given names first.
However, what really clinches it for me is that his voice actor says Sheng3 Ji4 Yang2 fluidly, which leads me to think that is the actual name instead of Yang2 Sheng3 Ji4.
Like I said, Yang is a much more frequently seen name than Sheng, but it doesn't mean it can't happen. "Godwinson" is not even a middlingly-common name in America, and I have no trouble believing that that's her surname.
It could simply be an issue of a cultural mistranslation in the process of the game design.
(For what it's worth, in my fan fiction "Joe", the Chairman's family name is indeed "Sheng" and he corrects the UN council on this point, but the council continues to erroneously refer to him as Chairman Yang. This is meant more as a means of highlighting cultural misunderstandings than anything else.)
