Lal loosing his extra talent?

Anybody knows if it is normal for Lal to lose his extra talent in some or all of his bases?
I'm playing the attached scenario (PBEM) and some 20 turns into the game I found myself with no talents in my bases.
I haven't changed my SE till now, so is this normal for transcend level, or am I missing something?

As the number of your bases increases, drones created by bureaucracy will negate your talents. That's why they eventually disappear. If you look at the Psych breakdown panel in any given base, you can see the effects of your psych expenditures, facilities and police units.
