Cloning Vats: All your bases enter a permanent state of population boom and will grow every turn, provided NUTRIENT output is sufficient and Hab facilities are adequate. The negative effects of Power and Thought Control social engineering choices are eliminated.

Added: The negative effects of Green social engineering choice is effectively eliminated, but you will still see the -2 Growth there, even though the population boom will cancel it out. This will allow you to store up more food for your clones.

It is generally understood that the Cloning Vats cancel the negative effects of three social engineering choices, as you pointed out. Likewise, the Hunter Seeker Algorythm cancels Knowledge's Probe penalty for most purposes.
