I just put the WinXP patch on top of a SMAC 4.0 install (cd-based), and now the "new unit" sound plays every time one of my scouts is activated. I haven't played much but started a few new games and got the same thing. A unity rover from a pod didn't make the sound, but the initial independent "free" scout does.
I also notice more unity pods around my starting position.
The first map I loaded post-patch was a downloaded map (a ddan huge map based on the huge map of Planet), and I thought that was the problem, but using random standard size maps produces the same result.
