My install of Alpha Centauri is lacking a Play By E-mail Function. Is there any known way to install one?

Yes. PBEM option was added in subsequent patches. You should try installing 4.0 patch. I would usually recommend going to http://devftp.firaxis.com/smac/downloads.cfm but none of the downloads seems to be working?SMAC/X FAQ | Chiron Archives
