Efficiency and economy synergize. Having one high and one low is wasteful. Having both high is very nice as you can set your energy allocation to 100% labs.
If you want to do all you can to increase your tech rate, at least in the short term, run Demo/FM/Knowledge and go 100% labs. Set as many research specialists as you can. Of course, this may vary a little from faction to faction."Cutlery confused Stalin"

Another way to posses technologies is:
- trade with other factions
- probe technologies from enemies
- build science giving base improvements next to building new bases.
That may seem strange, but I think that good economy will always haul science, by faster building of network nodes, fusion labs, etc. Balanced spendings are not that bad.Comment
