I wanted to always be the most advanced faction. I set every thing to simple except for knowledge on the social engineering screen. And if efficency more important than economy?

Efficiency and economy synergize. Having one high and one low is wasteful. Having both high is very nice as you can set your energy allocation to 100% labs.

If you want to do all you can to increase your tech rate, at least in the short term, run Demo/FM/Knowledge and go 100% labs. Set as many research specialists as you can. Of course, this may vary a little from faction to faction.

Another way to posses technologies is:
      - trade with other factions
      - probe technologies from enemies
      - build science giving base improvements next to building new bases.

That may seem strange, but I think that good economy will always haul science, by faster building of network nodes, fusion labs, etc. Balanced spendings are not that bad.

I always choose university and have high efficency so no energy is wasted and I leave economy at 0.
