I see the solutions for making smac work with sound blaster cards and pentium 4's. How do I get to the ini file so I can change these things?

Look for "Alpha Centauri.ini" in your game directory. Open it in an ordinary text editor.

The .ini file is created when you first run Smac(x), so if you have not yet run it (a new install, for instance), you can copy it from an older install or merely name a plain text file 'Alpha Centauri.ini' and add the lines you need.
