Supercollider in water city?

I was trying a OCC as pirates and when i had the tech, i couldn't build it! It wasn't yet build by an other faction so, is there confirmation that u cant build certain projects on water?

Thats the first I heard of that one but then again I don't know that I ever tried to build the Supercollider in a seabase

You can build them all at water, I have done so, that means that someone else probably built it.
