Governor question

I searched the forums and couldn't find an answer to this...

Is there a way to set the governor preferences so they are the same at all bases once I turn it on? Presently, activating the governor sets it to the same preferences (build this, build that, etc) and I have to deselect what I don't want the governor to do manually each time I turn it on. Pointless!

There is no way to globally set all the various governor preferences after the bases are founded.
When you establish a new base, though, its governor preferences will be identical to the last base you changed.
If you know at the beginning of the game what you want to allow and disallow, set it up in your first base. Thereafter, as long as you don't change the governor preferences anywhere later, it will be duplicated at every new base.
