Well I did make a few other changes - removed Conquer from everyone and gave them all Build instructions - helps a lot, I've been behind on infrastructure most of the game (Morgan is also very strong). It's also a massive map.
I'm in a real fight for the first time in ages, and it feels good I'm going to have to PB Yang's core cities and hope it slows him down a bit

To encourage the AI's to use boreholes, I assign boreholes a nutrient value. I then scatter boreholes across all of my maps, and the AI's will then use them quite effectively!
Looks like I've got a long game on my hands - I can't get the Council to repeal atrocity prohibitions (maybe something to do with my stockpile of Quantum PBs ), and I've turned off all victory conditions except conquest. I'll win eventually I guess, but maybe not before the game ends for scoring purposes (tech stag is on). If Yang had the faintest idea how to use PBs I would not be this confident..
I can't believe how much better the AI plays when it's not mineral starved and supporting tons of obsolete units
