Probe rating of +4 or higher counts as probe rating 0.

This isn't the only rollover bug, but it's the only significant one. -7 Industry, IIRC, counts as +5 Industry.

OK, how does one get a -7 industry rating?

On the probe rollover bug, I guess I have never noticed it. Also, I have adjusted my SE settings to give negative ratings to both Democracy and Free Market, an a positive rating to Green. The AI actually runs Fundy/Green when at war in such a mix.

You can't get -7 industry in unmodified SMAX, so that rollover bug isn't significant, as I stated. However, I was testing out the effects of various levels of industry, and stumbled upon this effect.
