Depends on your plan. For most people it's $0.10 for any picture, but its free for me because of the plan I have.
I also remember something about .02 cents per X number of kbs. it was on a YouTube. But it's basically just $0.10 per pic.

It is. In summer/much sun it's a bit lighter, but it still are somewhat dark. And anything but blond.
