Huh, I thought that was the 2000 election...
So what exactly were the fruits of this great engineering feat- perhaps that the "southeast quarter of the metropolitan area where a century of urbanization and industrialization has produced a toxic landscape with some of the highest cancer rates in the country (Zimmerman, 2001 after Harvey, 1997)" does not have the highest rate, or that it does not encompass the entire city?

The polution from the city was so bad in the 19th century, it was poluting their fresh water supply (Lake Michigan) and causing disease. So they reversed the flow of the river and sent the flow of pollution out of their watershed, across the state, and into the Mississippi river. Problem solved!
(It only took us in Milwaukee an extra century to pollute Michigan enough to cause disease...)
