I joined this board so I could shoot an email/PM to an admin (Robert Plomp) about an archived game, but am unable to send PMs until I've made 10 posts. Is there some other way to contact an admin?

Just post nine more times. It's largely a hurdle to frustrate spambots, no big deal. You could post about whatever game you wanted to PM Plomp about, and he'd likely see it/have it brought to his attention.
