Some rebuttals:
1) Civ3 might have 2 expansions but last time I checked so does Civ4. And even comparing Civ3 'complete' with Civ 4 vanilla the 'complete' label is a bit misleading since C3C is fundamentally broken on several levels.
2) Civ4 actually wins out for mods in quality (fall from heaven, Rhyes and fall etc) and I'd be surprised if it lost out in quantity as well (link?). Civ4 is much more modable on a fundamental scale.
3) The 'which game did you play first' theory is not that strong empirically since almost everyone played Civ3 first, and the balance of opinion on both sites (more strongly here yes) is in favour of Civ4.
4) Bombardment works differently in BtS already. Yes the Vanilla treatment is a bit unbalanced but it's still better than your empire being invulnenerable to the AI once you get a stack of siege, like in Civ3.
