The points that nugog is discussing relate to a promotional voting point structure agreed upon by the Administration, nugog, and Rob Worham.
The points were awarded for participation in Civ IV: BtS Tri-League competitive play on an experimental run. The Administration and myself have discussed the implementation of these points in further detail and have come to the this decision regarding future awarding of points based on BtS play: Starting with the next round of games (#7), HoF votes will be awarded on a quarterly and not a per-game basis. All points earned to and including the sixth round of these tournament games will remain unaffected and as under the terms of that they were awarded.

Ah well, it has come to this, the conclusion of the seventh year of the Apolytoners' Hall of Fame. With the closing, we welcome three new members into the Hall of Fame:
Blake (404 votes), Dominae (306 votes), and Loinburger (276 votes).
Blake: Blake is a New Zealand Buddhist Civ IV modder known for creating an AI improvement mod for the Civ4 Warlords expansion. After seeing Blake's excellent work, Firaxis hired him to program the AI for Civ IV: Beyond the Sword (BtS). He is known for a rigorous mathematical approach to games that makes him an expert at games like Civ4 and SMAC (Sid Meier's Alpha Centauri). In 2002, he started an Alpha Centauri clone game project- Stella Polaris, which was covered in the Alternate Civs section, however due to real life stresses, he had to retire from that programming. When he returned to the forums around 2004, however, he returned motivated to make his mark on Civilization and the site. (Special thanks to Solver for some of the above information.)
Dominae: is one of the master strategists in Civ4 and one of Apolyton University's most famous collaborators. According to fellow Hall-member Velociryx, Dominae is considered something of an elder statesman among the Civ IV community, ¡°offering up consistently good advice and equal servings of patience and kindness to new players and folks new to the board.¡± He also participated in numerous Civ III and IV Diplomacy Games. Previously, he was reasonably involved in the SMAC strategy community.
Loinburger: Civilization II player and OT poster, Loinburger is always ready to help put a smile on people's faces. Around 2000 he migrated to the OT community where he remained, with occasional forays into Other Games, until 2006.

I believe what Rubychaser was pointing out was that HOF votes for Tri-League Tournement Game 1 were already submitted during the September 2007 HOF voting. Please reference post 62 of the following thread

Re: The Tournament Votes: I am not awarding them twice. The votes were not counted last round. If they had been counted then the posters would already have carried over votes. This is the first time their votes were counted.
