And balance is too vague a word to use without context. I assume you mean that "any 'race' has an equal chance to win given identical starting conditions." However that is difficult to test, as even the best players have a preferred race that they play better. Also certain starting conditions do favour one race over the others.
Traditional wargames are also finely balanced, but they do it through different victory conditions for different sides.
