I'm just curious why that is. Does it have to deal with server load?

Maybe one that's one reasion. Another is to avoid spam. And a nice side effect is that it prevents double PMs. However a drawback is if you want to inform all the people who are online of your DG Game that a game is going on. That can then take a while.

Flood control and spam control.

It is worth noting that one of the features of Plus is that flood control does not affect PMs either. You can send as many PMs as necessary, which is very useful for forum games or DG games. Of course, abuse will be dealt with.
