What are civgroup ministers?

Over at the ACDG we're wondering what civgroup ministers are (the people with stars next to their civgroup icon in the civgroup member list). Our ACDG moderator Drogue recently changed the civgroup ministers to the most active member(s) of each faction, but no one seems to have gotten any extra powers as far as we can see. So I'm wondering, could someone please enlighten us to what civgroup ministers are and do?

Ministers can post news to the civgroup news section (or approve the news someone else has submitted).

I'm just waiting for a time when the actual admins of the lists can reject people who have applied to join a team. Not everyone meets our stringent application guidelines (being able to reply to a pm) and so we can't let them in. However, they just sit there in our list (pending) and admins can not see at a glance if someone new has applied to join the team.

Yes and no. They can post and approve, but others can be added to the list as admins.
