I've found that if I post the same thing twice in a row in one thread, even if it's outside the 30-second rule, it simply doesn't appear. Is this new?

No, its been that way for a while. Although it can be a problem in picture threads where you don't actually have things to say. Each post has to have different content, even posting the same thing you did 12 posts under with a different picture will result in the post not being made.I'm building a wagon!
