Yeah, 10 is not bad, especially when you get lucky and someone drops to you that shouldn't. A couple of poor picks in the 1st round (say, reggie bush in a non-catch league) and you get a great pick at #10, and another great pick at #11.
It's like batting cleanup
#10 out of 10 is a lot better than #12 out of 12, because 12 will get much inferior players - there's somewhat of a steep dropoff after 8 or so (varies by year), and so with 10 out of 10 you have a decent chance at 1 or 2 premier players, while 12th you have little chance. This year there are 4 "tier 1" players and 6 "tier 2" players in my book, so #10 can with any luck at all get two tier 2 players, more than any other player out there
