Neoprene like used in diver suits is waterproof. There's also smaller pieces like pants made of this, for example for certain sports.

Never used any , but I imagine they or similar thingies could be worn under normal pants, because they sit close on your skin? No idea.

If they're comfortable to wear, esp. all day I dunno.

thank you for your answer even though I didnt understand much

way i fugre is i'm going to take something to put over the jeans because where i'm going is going to be cold windy and raining, extremely. if i go with my usual attire i'll probably die relateviely soon and won't enjoy it as much as i could.

also if the waterprroof pants go over your regular pants I guess you have the added bonus of an extra shield to the wind? also it may keep you a bit hotter?

I have a pair of rainproof over pants that I wear over my regular pants whenever it's raining too much and I go cycling.

Don't get just any ****ty pair though, or you risk they'll be really uncomfortable and/or not really fully waterproof, it might be fine for daily wear when you have alternatives, but I wouldn't get them for a trip where they might mean the difference between enjoying yourself or not. Also don't bother with the more expensive technical stuff.

Vaude or Marmot should have options in the 40-60€ range which should be more than fine. My favourite brand is Patagonia but those are probably too expensive to justify, the ones I have used for the past five years are a 50€ marmot and they work fine, including for cycling, so you'll be fine with a cheaper set I think.

They should be fine to wear all day if it's not too warm, but they're also easy to put on and off (get ones with zippers at the ends of the legs, so that they fit with shoes on) in case you'd rather take them off when not needed for comfort.
