While the US has had a few years as the world's top oil producer, my understanding is that the US domestic oil consumption is so vast that it remains well below the top of oil net exporters.

Hell, there's a not insignificant population in Argentina of emigrees from the Russian empire and the Soviet Union where most or all of their families that remained in Russia were killed in purges and mass migrations.
