I've read the story about the Birthday shooting in multiple international sources. This wasn't just another random shooting. Somebody ambushing a child's birthday party and killing kids is kind of a big story to some people... but obviously not the FBI or the Trump administration since they were black.
If it had been a white family they would have been totally outraged.

No doubt, especially if it was a Somali or other target group doing it on a white family. And I would likely call the reaction driven by racism if they tied the persons race to the action and extended it to the class by association.

Ultimately if comes down to opinion. I don't claim to be right, I'm just expressing my view. If I were being asked if this case demonstrates racism - no, not in isolation. As part of a pattern combined with other data - sure it fits a potential pattern.

The pattern has been consistent since the Trump Administration took over. I view it as a fact and not simply opinion.

I not only view it as fact, I know it as fact.

Could you tell us what it means that the FBI is racist and how it is established as a fact?

          Yes. The pattern.

          Not the single data point.

          I see we now agree.

Would you agree that when a clear pattern of racist history of an organization exists that that is not necessarily the same as being a racist organization?

Strictly, I would say an organisation can't be racist. Only people can be racist. And there are many people in an organisation and not all have the same views, positions, powers or authorities.

But to answer the point more meaningfully, I think you can have institutional racism (i.e. a racist organization), if the organization is designed to be so. such as through selection of people, design and application of policies and processes, and architecture of systems and capabilities, that each introduce intentional bias. A racist history with a clear start and no indication of a design, as mentioned in the preceding sentence, is just a bunch of racists who happen to be in charge at the moment, but they may of course attempt to remould it to become institutionally racist.

What is an organization... It's made up of people, but more importantly, the people in charge.
If the people in charge are racist, or following racist direction, then yes, an organization can be racist.
Is the KKK racist? They are an organization and there is NO QUESTION that the KKK is racist.
