The US Navy is doing slightly better, they have Trident-2 missiles on their 14 Ohio class submarines. It's a fairly new missile (commissioned in 1990, only 32 years ago).

if Putin really had effective ABM at his disposal, sufficient to stop a large fraction of a retaliatory strike surely he would have used this as a bargaining chip and provided evidence to support his claims. From the point of view of someone possessing effective ABM it is much better to deter your potential enemies than it is to clean up the mess resulting from them, through ignorance, forcing you to use the thing.
Why are you convinced that the ABM systems are so effective? Being hypersonic is nowhere near enough to greatly increase effectiveness of an ABM system by itself.
