  • Kamala Harris, Jerry Nadler Introduce Bill To Decriminalize Marijuana

WASHINGTON ― Sen. Kamala Harris (D-Calif.) and Rep. Jerry Nadler (D-N.Y.) are teaming up on legislation to reform the nation’s marijuana laws and help victims of the War on Drugs, which disproportionately hurts communities of color.

The bill, titled the Marijuana Opportunity Reinvestment and Expungement Act, would decriminalize cannabis and require expungement of prior marijuana-based convictions on the federal level. Such proposals have been floated in the past and are supported by lawmakers on both sides of the aisle.
What's the difference between legalizing something and decriminalizing it.

Dunno how it's in the US, but maybe they treat it as some kind of minor offence that does not amount to a "crime" in the full legal sense?

I figure, the Republicans will respond with a new Zero-tolerance anti-marijuana bill with vastly increased fines and mandatory jail time.

Needs to be legalized, taxed and regulated like liquor.

I imagine the punishments for pot will include lesser penalties for 'trafficking'

This would be like the only bill Kamala Harris has ever gotten enacted into law. Of course, it won't pass the Senate but it is notable that the first time Kamala got off her ass to write anything it is a stereotypical topic when she is behind in the polls even among black voters. That tells me this is calculated and disingenuous as hell.

Joined bipartisan bills the least often compared to Senate Democrats, and other 2018 legislative statistics

                  Laws Enacted

Harris introduced 3 bills that became law, including via incorporation into other measures, in the 115th Congress. Keep in mind that it takes a law to repeal a law. Very few bills ever become law. View Enacted Bills »

Those bills were: S. 729: John Muir National Historic Site ...; S. 3033: COUNT Victims Act; S. 3055: Disaster Victims Passport and ID ...

Compare to all Senate Freshmen (40th percentile); Senate Democrats (43rd percentile); All Senators (36th percentile).

The legislator must be the primary sponsor of the bill or joint resolution that was enacted or the primary sponsor of a bill or joint resolution for which at least about one third of its text was incorporated into another bill or joint resolution that was enacted as law, as determined by an automated analysis. While a legislator may lay claim to authoring other bills that became law, these cases are difficult for us to track quantitatively. We also exclude bills where the sponsor’s original intent is not in the final bill.
Maybe she can introduce a bill that officially recognizes that Oerdin is always wrong?

I stand corrected. She did indeed cosponsor other people's bills; exactly three.. This would be the first she actually wrote.

No, cosponsor is different. She introduced (eg. "wrote" ... though most if not all representatives don't actually write what they "wrote") 3 bills that passed being incorporated into other bills that passed. She cosponsored 396 bills:

Cosponsored the 22nd most bills compared to All Senators
