So, apparently, in Chicago, there's this thing called "aldermanic privilege" which basically gives an alderman power to make sweeping unilateral decisions regarding his district. It's not an official rule, more of a custom everyone observes where nobody calls anyone else out for being a petty tyrant. In this case, this one upstanding statesman is leaning heavily on a constituent to make him lease his property to the some of the alderman's donors, to the point of rezoning the man's property (but no surrounding properties) for strictly residential use as a punishment.

So, if you've ever called Ming or Rah unreasonable, be aware that it could be much worse.
