What is random, anyway? Like, if you tell a person to pick a random number, what actually determines what number they will pick? In general, humans are very bad at both recognizing and producing random data. They tend to think random data won't clump together. So when you say, pick a (whole) number between 1 and 20, there's probably not a 5% chance for each number. My guess is there will be numbers that get picked more or less frequently. But even if there aren't and the distribution ends up being pretty even, what is the specific mechanism going on at the psychological level that picks out a number we would regard as "random"?
